For some this post might look really old stuff, but then I thought when there are 55 million bloggers, there are some who are just starting on their blogging would like to know about the feeds( You see this blog is just months old and this is the sixth post ;) ) Hence this post !
Most of the blogging tools publish feeds whenever a blog is published and this is generally configurable and once can choose to publish the full content and partial content or no content at all. Main usage of feeds being read the blogs using a feed reader instead of visiting the site to check when the blog is getting updated. But some people want readers to come to the site and read it. In such cases a partial content feed is generated and user can decide to visit the site based on the summary.
When the number of feed readers increase you may want to use tools like Feedburner. Additional benefits
